HVHZ — High Velocity Hurricane Zone
All of Miami-Dade County is within the HVHZ — the strictest wind zone in the continental United States. Miami-Dade has its own product approval process in addition to Florida state approval. Roofing materials used in Miami-Dade must have a Miami-Dade Notice of Acceptance (NOA) issued by Miami-Dade Product Control. This is separate from Florida Product Approval and not interchangeable.

Miami-Dade NOA Verification
Before permit application, we verify that all specified materials carry a valid Miami-Dade NOA. Miami-Dade has stricter product approval requirements than the rest of Florida. Not all Florida-approved products have NOA — and without it, the permit will not be issued.
Permit Application
We submit through the Miami-Dade ePermits portal or directly to the municipality's building department for incorporated cities. The application includes product submittals, NOA numbers, and fastening pattern documentation.
Plan Review
Miami-Dade plan review for residential re-roofs is typically 5-15 business days. Commercial projects and new construction take longer.
In-Progress Inspection
Miami-Dade requires an in-progress inspection at the underlayment stage before surface materials are installed. Work stops at this stage until the inspector approves the underlayment installation.
Final Inspection and Certificate
Inspector verifies finished work against approved plans and NOA requirements. We request the inspection immediately upon project completion to avoid delays in certificate issuance.

Miami-Dade roofing permit fees are based on project valuation. Residential re-roof permits typically run $200 to $700. The county operates the primary permit portal, but some municipalities (Miami, Coral Gables, Hialeah, etc.) maintain independent building departments with their own fee schedules.
